Fashion survey? Anybody?

Ok well 1- I'm stuck which skirtt to pick. A black almost knee length flowy skirt, or a tight mid thigh red and black ruffle skirt. Both will be worn with knee length leggings. I need help with a shirt for either/both, and keep in mind it's 100 degrees here. So help! Shirts and shoe suggestions please! Simple 10 points.
