Would it be easy to make this skirt?

Nope. Chiffon and lining material are both difficult to work with, and the skirt includes a set-in waist band, belt loops and probably a zipper. And chiffon is challenging to hem. Also, by the time you buy both the chiffon and the lining fabric, leave alone the matching thread, you will have spent more than $20. In fact, $20 for this skirt is a steal! Good luck if you try it, but I'd spring for the $20.
