Crimping Fabric Tool?

Is it possible and practical to crimp fabric? I thought that there was a special tool to do this specifically for fabric, but I haven't found anything. The idea is to create an excess amount of ruffles on a piece of cloth that is already sewn on (it just wasn't long enough to scrunch into the right amount of ruffles that I need).
