Can a good SEO guy rank ANY domain name?

A good SEO guy with best experience definately has a potential to rank any domain, well .com domains has much preference as far as ranking is concerned, but no need to worry now a days domains having no keywords in them are also ranking well. Recently i saw that abc.co domains are also appearing in results, it's a good sign.
